| Estimates of Expenditure | The estimates are the anticipated financial requirements of the public services for the forthcoming financial year. Prepared by each ministry, they are reviewed by the Ministry of Finance and the Cabinet before being tabled in Parliament, where they are debated in the Committee of Supply. The major components in the estimates are the main estimates and the development estimates. The main estimates contain a breakdown of the sums of money which the Government proposes to draw out of the Consolidated Fund to finance the public services in the coming financial year, for example, salaries paid to public officers. The development estimates are a statement of the sums of money that the Government proposes to draw from the Development Fund to finance public development projects, for example, construction of public roads and housing. In a financial year, if the Government requires additional sums of money, it may present supplementary estimates for approval by the House.
