| Estimates Committee | A Standing Select Committee that keeps watch on Government expenditure. Its duty is to examine, among other things, the estimates and to report to Parliament on any savings that may be made, which are consistent with the policy implied in the estimates and to suggest the form in which the estimates are to be presented to Parliament each year. | Estimates of Expenditure | The estimates are the anticipated financial requirements of the public services for the forthcoming financial year. Prepared by each ministry, they are reviewed by the Ministry of Finance and the Cabinet before being tabled in Parliament, where they are debated in the Committee of Supply. The major components in the estimates are the main estimates and the development estimates. The main estimates contain a breakdown of the sums of money which the Government proposes to draw out of the Consolidated Fund to finance the public services in the coming financial year, for example, salaries paid to public officers. The development estimates are a statement of the sums of money that the Government proposes to draw from the Development Fund to finance public development projects, for example, construction of public roads and housing. In a financial year, if the Government requires additional sums of money, it may present supplementary estimates for approval by the House. | Exempted Business | (Business exempted from the moment of interruption.4 Generally, sittings end when the moment of interruption is reached, unless otherwise provided for in the Standing Orders or by resolution of the House. The House has to adjourn and all business outstanding will be postponed to the next sitting day unless a specified day is named. To allow a sitting to continue beyond the moment of interruption, the House has to exempt the business being discussed from its operation. The exemption may be till a specified time, for example, until 10.00 pm or for an unspecified period. Only one exempted business motion may be made at a sitting.
